I remember using a soft baby brush for my own face and chest when I was a teen and it worked really well. I told them not to scrub and be rough but squirt a bit of their facial cleanser into the brush and gently make circular motions to exfoliate dead skin and thoroughly wash their faces. I know they are using them regularly.

I also encourage them to use lotion on their bodies and moisturizer on their faces after shower. i don't think it is too soon to encourage sun block either.

Maybe your teen or tween would find a baby brush useful too.
