For me, wasn't a bad deal - I went from a GS-9 to a GS-13 so my salary has increased a lot, but if you were a GS-15, high up in the steps already then yes, your salary didn't change in the past few years. Also a bad deal for those already at the top of their promotion ladder and not able to find an opening at the next level - I'll probably find myself in that situation in a year or so. [/quote]
