It makes sense to limit round 2 only to people who got totally shut out in round 1 and new applicants. If you get into one of your 1-12 pics in round 1, you shouldn't be able to apply to others. This really will go a long way to really cutting out the people holding actual school slots or great waitlist numbers at multiple schools. And I hear the schools will be much more linked on acceptances as well. So it'll be way way WAY harder to hold an actual spot at 2 schools. Progress!
