My DS's PreK class at Washington Yu Ying PCS was 17 students with one teacher and one assistant. His K class is the same. I really can't imagine putting a child in DCPS...
Class sizes in preK-2 usually range from 16-19. YY has to have an even number of classes throughout the grades b/c of 50/50 English/mandarin from K and up. My kid's class in preK was 19:2 and 17:3 for K (inclusive classroom). I've heard class sizes use to be even smaller in the upper grades like 14, 12, etc.
