Here's what I did, in the dog days of August about 8 years ago... I wore a skirt and shirt, carried the suitjacket with me. Packed hose in my purse Got on Metro. Stopped at Starbucks right by the office (bought a bottle of water so not to look like a jerk or a homeless person), and put the hose on in the Starbucks bathroom. No runs in the hose and I didn't melt walking to and from the train. Just give yourself a few extra minutes for your pitstop. Any coffee or sandwich shop would work.
I did something similar 5 years ago in July, when it was 90+ degrees. Agree with PPs that you should wear hose if you are wearing a suit (and you should be wearing a suit).
I did the same thing. I interviewed at a company 3 years ago. During the interview they asked me to come back for a second interview and the woman said, "It's hot. I appreciate the effort with the suit, but it's completely unnecessary next time." I got the job. :-)
