OP here. I checked the exact words on the website. It is " A copy of the screening file is kept at the local school to be shared with parents or guardians upon request after it hasG been [b]completed[/b]. "  Although this sentense is under Submitting Screening Files section, it is obvious the AART is going to define complete as a eligibility decision.  So I think I'm going to wait until end of April. 
I didn't want to argue with AART.

If you call the central office they will tell you it means once the file is submitted to the central committee, not when decisions are made.  Call and ask, then send an e-mail to the art copying the principal including that info.  The AART is not administering the rule appropriately.
