OP here. I checked the exact words on the website. It is " A copy of the screening file is kept at the local school to be shared with parents or guardians upon request after it hasG been completed. " Although this sentense is under Submitting Screening Files section, it is obvious the AART is going to define complete as a eligibility decision. So I think I'm going to wait until end of April.
I didn't want to argue with AART.
