Generally the schools with the lowest "FARM"s children are more stable and don't move around so much, so the early enrollment gives them a decent picture of what will be the total enrollment (not always of course). The schools with more at risk children tend to have the higher mobility rates (not counting schools where military dominates) so an early count would not tell them as much information. [/quote]
