Or new unfunded/under-funded mandates. Or structural deficits that were unaddressed/under-addressed in prior years' budgets, then compounding, that now require remediation because they've become so bad. Or an increase in the needs/challenges of the student population served. Or... But, hey, the schools in wealthier areas are still relatively OK, and we wouldn't want to raise taxes because it would disproportionately impact folks in those areas. :roll:[/quote]
