This is always the progressives' excuse---just throw more and more of other people's money at dysfunctional families without ever considering whether or not that is the best use of funds.  No matter what services are provided, unless the juvenile is removed from the environment which has permitted and encouraged the anti-social behavior, the juvenile will be continuing to spend the majority of their time within that environment.  If you want to truly modify increasingly off-the rails behavior, you have to radically change the kid's environment.  That's what families with means do when their kids are screwing up.  [/quote]
