They can attend public schools with some of the highest per-pupil spending in the country. They are provided with free meals, donated computers and phones. What do they do with all those advantages presented to them? Do they take the opportunity to study and earn scholarships? Make something of themselves, escape generational poverty and build family wealth? Most don’t. Even when presented with all this “free” assistance, many choose to be delinquents and engage in petty criminality and create mayhem.
