When installing our wind chime, I asked my immediate neighbors whether they could hear it, and neither of them could. If there's high wind coming from that direction, I can hear the small chimes from my backyard neighbor... but it doesn't bother me, because in high wind, you mostly hear wind, and the extra noises, like trees rustling, trash cans rolling down the street, or frantic chimes, aren't all that disturbing.
