I am not the OP, but my DC went from 90 min a week of specialized instruction to DCPS claiming my child was so disabled they needed placement in a SLS classroom. It is a small cohort that does this work. Look at page 107 of this document: https://dccouncil.gov/wp-content/uploads/2023/06/DCPS-FY23-Performance-Oversight-Responses.pdf It lists Special Education Litigation Pending Cases (at a point in time) with a listing of the lawyers who were representing the cases .
