The agency has around 4K people and they are hiring what like 3 people externally?  There are plenty of exceptions to the hiring freeze across the government but at the end of the day headcount across agencies is trending way lower which is what they want.  A few positions here and there is just background noise.[/quote]

Its less about emergency and more about whether an agency head is motivated enough to ask for an exception.  Could be the new director wants to bring in one of two of their own people, who knows.  Its such a small number and more people than that have quit in this week alone.  [/quote]
