Attorneys are excepted service per Schedule A so they have always been exempt from the hiring freeze per E.O.

The agency has around 4K people and they are hiring what like 3 people externally? There are plenty of exceptions to the hiring freeze across the government but at the end of the day headcount across agencies is trending way lower which is what they want. A few positions here and there is just background noise.
