Sally is a colleague and someone I respect and need to work with.

I feel annoyed by this and I'm sure some of how I feel is based on past stupid things he's said (another straw on the camel's back, so to speak).

Wow! Well, as a professional HR person, I will warn you  that what you have said is extremely dangerous and could land you in hot soup at work. It is this precisely this kind of carelessness that got the Astronomer leadership in trouble.  I am not even talking about morality,  etiquettes  or good judgement here. This can be a legal issue for the company and you could be sued for saying this.

HR is not there to be anyone's friend.  Their job is to CYA for themselves and the company.  So, it was fine to let Joe and Sally know that you are an HR professional. It diminishes Joe's comments instantly when you responded wearing the HR hat.
