People who aren’t doing anything generally have addiction or mental health issues, often undiagnosed. Finding a job can be impossible, even for educated hard workers. Long term unemployed?? School? School? School costs a LOT of money. (checks notes… Dept of Education probably won’t help) Okay, I guess we can have people earn credits for helping sick family members who likely lost Medicaid, whose tracking that?
