I've been an expat for the past 20 years, in multiple countries, and my "tax guy" makes this very clear. Every US citizen abroad has to file, every year. Boris Johnson, former UK Prime Minister, even received a bill from the IRS; he'd been born in the US, so had dual citizenship.
