Everyone DOES have to file. I've been an expat for the past 20 years, in multiple countries, and my "tax guy" makes this very clear. Every US citizen abroad has to file, every year.

This is incorrect. EVERY US citizen has to file each year while living outside the US, regardless of income, even if you earn below the threshold, and even if you earn nothing.

He can refuse the salary, just like Pope Francis did. Pope Francis died with only a few hundred dollars in his bank account, no property owned.

Just because he doesn't have to file doesn't mean he won't anyway. Maybe, unlike some other leader, he wants to set an ethical example.
