You don’t have to pay taxes on money you make in other countries if you’re not living in the US.
This is incorrect. EVERY US citizen has to file each year while living outside the US, regardless of income, even if you earn below the threshold, and even if you earn nothing.

Just because he doesn't have to file doesn't mean he won't anyway. Maybe, unlike some other leader, he wants to set an ethical example.
