This does not say that they HAVE to allow makeup assessment in case of an excused absence. Contrast this with the clear wording in case of homework from IKB-RA I have quoted in the original post ("Students who have been excused from school for religious observances or other lawful absences shall have the opportunity to make up assignments.")
