Allowing makeup work, regardless of the reason for the student’s
absence.
Teachers may assign an equivalent, but different task or assessment
to students when they return from any absence
I saw that - but this only talks about who is responsible to make the decision on whether to allow a makeup. III. E. 7 gives a list of things that "Secondary teachers are responsible for" and what you are quoting (III. E. 7. e) is one of them. And the qualification - "regardless of the reason for the student’s absence" - make me think this specifically addresses only whose responsibility it is to decide. For example, a teacher may choose to allow a student to makeup an assessment even if the student missed it due to an unexcused absence.
This does not say that they HAVE to allow makeup assessment in case of an excused absence. Contrast this with the clear wording in case of homework from IKB-RA I have quoted in the original post ("Students who have been excused from school for religious observances or other lawful absences shall have the opportunity to make up assignments.")
