+1. Are you uncomfortable paying through Venmo? You can ask the host to submit an extra charge through airbnb. It adds to their "income" from airbnb so they will be taxed on it, which is probably why they would rather go through venmo.[/quote]
Yes, OP you can always say you aren't comfortable paying off platform, please include in my airbnb payment.

It doesn't sound like SHE is charging for it.   Her city/local jurisdiction charges for a guest pass.    The host will facilitate that that, but she (the host) should not have to pay it.
