States need to be able to plan for budgeting in the long term and clearing a regulatory hurdle like this can make it easier to build projections. Right now EVs are still subsidized because they are trying to build out the market, but they want to get to the point where rather than subsidizing them, EV owners pay into the system the same way drivers of gas vehicles do.[/quote]
