The school really had no chance of attracting more neighborhood families with the school in that condition. But PP is correct that pre-K is solid almost everywhere in DC, so when IB families see a shiny new building and hear a well pitched speech on the pre-K program, you may get more families willing to give it a chance (like Barnard or John Lewis).
