The company is still essentially operating the original program with the resources of the second, URM-focused program. If they don't have budget and staff for the first one, they're not going to take time to make differentiated stationery for logistics going forward. I think it's unethical to put confusing/misleading info on an app. You can retitle a work experience without being dishonest as long as the description is accurate: "Selective IBM internship program" "(for women).
