I grew up in the Richmond area (graduated high school in the mid-90s), and all of the school systems down there (Henrico, Hanover, Chesterfield) awarded the top performers. Always. There were no awards for the "average" kids just chugging along doing their best, unless you count perfect attendance. Not sure what you're looking for OP, but this isn't new, or confined to LCPS.
