They do track the results internally at U9, U10 and Fall U11. The Fall U11 internal results setup the initial division placements for Spring U11. Then, the scores are published and division placement with promotion and demotion are carried forward. However, the tech directors at the clubs usually try to keep the smaller/ middles sized clubs separate from the bigger more competitive 1st team clubs in NCSL so they don't have to play each other so everyone can feel good about their clubs.
