Accordingly, it is designed to implement, interpret, or prescribe law or policy." That is actually a pretty good summary of the HHS document. If you read it, you will see that it repeatedly stresses that work requirements cannot be weakened. However, to directly answer your question, I guess this would constitute "modifying" the work requirement. [/quote]
