Thank you for this. This confirms my prediction. The letter from the GAO is solely focused on whether the HHS memorandum is a rule or not a rule. The GAO concludes it is a rule and, as such, must be submitted to Congress. The letter does not address even in the slightest the suggest that the memorandum gut the work requirements of welfare. As such, the Hatch press release is completely misleading and demonstrates his total lack of commitment to the truth.
I invite everyone to read Hatch's press release and then the GAO letter itself to see the level of deception in which these two Republican officials were willing to engage.

The HHS document is an official memorandum that lays out policy. It is not a press release. Policy statements should be as clear as possible in order to be useful. You can read the memorandum yourself if you wish:

On the other hand, two partisan Members of Congress have much more motivation to hide the true implications of the GAO report.

However, I strongly doubt that GAO report is going to confirm anything from Hatch's press release other than the GAO believes the memorandum should be submitted to Congress. I will bet money that the report does not say that work requirements were gutted. Of course, the memorandum allows work requirements to be waived, but the law allows that. However, it allows the specific work requirements to be waived in lieu of stronger work requirements.
Again, I will bet money that the GAO report does not validate Romney's false ads that state that Obama gutted the work requirements.

Hatch and Camp should be ashamed of themselves for stooping to this level. They don't even link to the GAO report so that we can read it ourselves. As far as I can tell, the GAO only concluded that the Obama Administration rule must be submitted to Congress. I just analyzed the HHS memorandum in another post and provided a link to it. It does not weaken the work requirements.
The press release to which you link is clearly misleading about the HHS actions and potentially misleading about the GAO report itself. It demonstrates a clear lack of integrity among these two Republican officials. Let's see the GAO report and then conclude what it says. Obviously, there is a reason Hatch and Camp failed to make it available along with their press release. A simple web link should be within their capacity.
