The letter from the GAO is solely focused on whether the HHS memorandum is a rule or not a rule. The GAO concludes it is a rule and, as such, must be submitted to Congress. The letter does not address even in the slightest the suggest that the memorandum gut the work requirements of welfare. As such, the Hatch press release is completely misleading and demonstrates his total lack of commitment to the truth. I invite everyone to read Hatch's press release and then the GAO letter itself to see the level of deception in which these two Republican officials were willing to engage. [/quote]
