Policy statements should be as clear as possible in order to be useful. On the other hand, two partisan Members of Congress have much more motivation to hide the true implications of the GAO report. " However, I strongly doubt that GAO report is going to confirm anything from Hatch's press release other than the GAO believes the memorandum should be submitted to Congress. I will bet money that the report does not say that work requirements were gutted. Of course, the memorandum allows work requirements to be waived, but the law allows that. However, it allows the specific work requirements to be waived in lieu of stronger work requirements. Again, I will bet money that the GAO report does not validate Romney's false ads that state that Obama gutted the work requirements. [/quote]
