[/quote] One reason unexplained links are banned is that people waste time looking at them out of curiosity. For example, I looked at this one only to find that it was about the $3 voluntary payment. I suppose that since it goes in with your taxes, it's taxpayer money? But it's a voluntary contribution, separate from your taxes, not tax money.
