So probably part of an estate? It looks like they meant to live in it, but then changed their mind and halted the renovation partway through (hence the half finished garage addition and the doors to nowhere). Otherwise why not sell it as is with cosmetic upgrades. The upgrades don't seem like ones you would do to flip a house for sale.[/quote]
