For example the guy who did donuts on the Beltway got off with an $1800 fine. 
This is pure speculation, but a theory around my circles is that these exhibition gangs could be monetizing their shenanigans on TikTok and just paying off the citations and still profiting. Maybe not the case but I’d believe it. [/quote]
