They are a menace that are endangering everyone around them. It happens more and more because they know there are never any consequences and police never do anything becuse they can't. This area would be so much better off of they just had SWAT teams take them out permanently.
The death penalty is a little harsh, but they should be arrested. Sadly, no arrests were made:

It's insane:
Exhibition Reckless Driving
On February 10, 2024, at approximately 11:15 pm, Takoma Park Police responded to the intersection of New Hampshire Avenue and Ethan Allen Avenue in response to reports of a reckless driving meet-up. Upon arrival, officers were met with a chaotic scene. A large crowd had gathered, forming a circle around the intersection, while multiple vehicles engaged in dangerous maneuvers such as burnouts and donuts.
As officers approached, the crowd's focus shifted toward them, and they quickly surrounded the police vehicles. The situation escalated further as individuals began banging on the police vehicles, including the hood and bumpers, while taunting officers. In an attempt to disperse the crowd, officers activated their emergency equipment, but this only seemed to exacerbate the situation.
Adding to the tension, some members of the crowd were observed wearing ballistic plate carriers, and one individual revealed a handgun tucked into his waistband. The individual displaying the handgun dispersed into the large crowd. Concerned for public safety, Takoma Park Police requested assistance from Montgomery County Police and Prince George’s County Police.
With the arrival of additional law enforcement from neighboring jurisdictions, the crowd, along with the reckless drivers, began to disperse, many heading southbound on New Hampshire Avenue towards the District of Columbia. Lookouts were provided to the Metropolitan Police Department.
These reckless meet-ups violate several of Maryland’s transportation laws and are illegal. They are dangerous and jeopardize the safety and tranquility of our community. We are working with our allied partners in law enforcement to address this serious issue through education, enforcement, and changes to legislation.

It's a giant criminal ring doing whatever they want in plain site. They have people gathering at them wearing bullet proof vests and carrying weapons. The county and DMV is just being turned into a 3rd world cesspit where lawlessness and crime are allowed to take control without any consequences anymore. These meetups attract armed thugs. Meet them with even more firepower and steam roll them with the SWAT teams armed with full bullet proof gear, rifles, and armored cars. Crack skulls or shoot back if they really wanna test the police.
