That is why most every camp you see will add a disclaimer that reads something like, "Limited by numbers and age only...open to all levels". There's a socioeconomics component. When you say that a kid has to play in a certain set of leagues, you squeeze out the kids you can't afford high level travel soccer. Not debating what the best approach is. Just simply saying that per guidelines of USYS, etc. you can let people know what level it is intended for, but you can't restrict participation based on that.
