[/quote] The idea with the state-level programs is that it's the schools responsibility because the school chose how long to stay virtual (despite being allowed to be in-person) during school year 2020-2021. Given that many, many studies have now piled up showing that closing doors lead to drastic learning loss, the idea is the schools are supposed to fix the problem they - wittingly or unwittingly - helped to create.[/quote]
