Is Dibels helping teachers form reading groups? Is it factored for gifted identification in 2nd?
Gifted identification in 2nd means exactly zero for MCPS-scale infrastructure. It might earn a kid occasional enrichment moments in the classroom depending on the school and the teacher (for our DCs at a very good ES, such enrichment never lasted more than a month despite great intentions). But the first move MCPS itself makes under the current system is CES placement (done by lottery following cutoffs by MAP scores) during grade 3 for a CES start in grade 4. Then the same thing happens for access to the MS magnets (done by lottery following cutoffs by MAP scores + grades on 1st report card) in grade 5 for a magnet start in grade 6. All other testing and identification is just decorative because it has no organizational consequence, unless parents genuinely can't tell whether kids are curious / ahead / behind / able or unable to read with comprehension / capable of grade-level or above-grade-level math, etc.
All other testing is not just decorative. Much of it is used for determining if supports or interventions are needed.
