With the explosion of rats this year plus the long time, ongoing issues with illegal/unsafe construction that have plagued the city and harmed neighbors, DC needs to  keep the inspectors.

Look I'm sorry this is your first experience. Do you live in some rich area of the city where this isn't a thing? Are you new to the city? This is nothing new, and yeah, you gotta pull your trash out of your alley. Also know that when you do construction, some neighbor somewhere is watching your yard and complaining about anything that seems amiss. Common as well.
