Not the story at all.  The Montgomery County State's Attorney John McCarthy cut a deal with him.  It was still a crime, but McCarthy isn't going to bother to charge him.  McCarthy let him plead guilty on one count and dropped the rest.  The more McCarthy charges him the more comes out in court and the worse MCPS looks in the national press.  It's all about protecting the MCPS. [/quote]
