"Watkins arranged an “off-the-books” system with the bus company, and the vendor kept a record of money owed to the school system. The company deducted those owed amounts from its payments from the school system; Watkins received about $13,000 from those payments. The former director provided documentation of those payments and is not charged with theft."

What does this mean? Why can't Washington Post write coherently?

The fact he documented it probably means he thought he was legitimately entitled to it, and that's why he isn't charged with theft.


If it was theft, he would've been charged. They deemed it not a crime. End of story.


Not the story at all. The Montgomery County State's Attorney John McCarthy cut a deal with him. It was still a crime, but McCarthy isn't going to bother to charge him. McCarthy let him plead guilty on one count and dropped the rest. The more McCarthy charges him the more comes out in court and the worse MCPS looks in the national press. It's all about protecting the MCPS.

He thought he was allowed to tell an MCPS vendor that they should not repay money owed to MCPS but instead pay the money directly to him?
