Dogs are opportunists and if they see food than that is an opportunity to enjoy!
They don’t even have to be able to see it. My blind dog has no trouble sniffing out food and getting it out of packaging. He mostly sticks to actual food, but he’ll eat some things that are merely food adjacent, such as paper muffin wrappers that are soft and moist and covered in residual muffin. If he steals a mini candy bar at Halloween, he’ll wolf it down, wrapper and all. He doesn’t get that you’re not supposed to eat banana peels, so we can’t leave bananas on the countertop. Other than a few greens and tofu, he’s been happy to eat every kind of food he’s sampled, and he’s never full.
