There also seems to be the view that many youth offenders simply can’t stop themselves when it come to violent crimes, so it is immoral to punish them in any real way, even if that would protect others. None of this is really a secret. The policy choice is simply that it is more important to minimize the impact of the criminal justice system on offenders, and an elevated crime rate is the unavoidable, unfortunate consequence of having a moral criminal justice policy.
