Your daughter needs remedial instruction. You could start with having her evaluated by a good driving school. They can make some suggestions. The problem is that driving is largely habitual, people indulge in multiple layers of distraction, and they are more being taken for a ride by a powerful machine than actually driving it. There is something called the “Smith System.” It’s five key points are 1. Aim High · 2. The Big Picture · 3. Keep Your Eyes Moving · 4. Leave Yourself an Out · 5. Make Sure They See You. These are easy to articulate but it really takes a meticulous instructor and an attentive student to put the ideas together with real life experience in space and time. It would be helpful if your daughter bore some consequence to help her identify and learn from her mistakes, and encourage her to improve her attention and skills. You are justifiably upset about the greedy behavior of the insurance company in raising rates when it suffered no loss. You justifiably want a person who sounds like they failed to yield and then misused their brakes. But the fact remains that your daughter struck a stationary object (sounds like too big a hurry and/or lack of care), and failed to anticipate another driver’s (mis)behavior. Focusing on how you/your daughter have been wronged will get you nowhere. It’s much more productive for your daughter to identify her own part in these unfortunate events and work to develop better habits and skills.
