Every kid who scores over a certain threshold on a specific standardized test is entered into the lottery. Some people think this is good, and some think it is bad, but the point is that it will absolutely impact GS scores. Up until now, many schools saw their best test takers leave after 3rd grade, but the GS rankings are based on tests only administered in 3rd - 5th.
