Both of you wear jeans and the same color tshirt/sweatshirt and be twins. Basically, let him wear whatever he wants and make up the theme around what he’s chosen.

A teenager might get some looks skating by without a costume, but everyone will ooh! and ah! over him regardless.  You’ll probably want to keep it short because he won’t have much stamina.
