Due to watching a million episodes of What Not To Wear, large breasted women require the girls to be locked and loaded. Here’s a sample. Since you are not tall, this particular jacket might be too long. Note the 3 buttons and how high they come up. https://executiveapparel.com/product/womens-easywear-3-button-blazer/
I miss What Not to Wear. I wish they'd do specials every once in a while when styles dramatically change. (I know the history and the story on the hosts etc - I know this will never happen). I definitely remember locked and loaded! This is not a problem I have, but the idea is you need to preserve your waist while covering your breasts. Open jackets and less structured blazers often look too dowdy because they fall down from your breasts, creating a block. You want a blazer that buttons and that also nips in at the waist to show off the figure, rather then just creating a block in the middle of your body.
