It meant that anyone who moved to Arlington after K had absolutely no chance at any option program. So military, state department, foreign service, lots of those families in Arlington, were unfairly disadvantaged. If a school is important enough to a family, they can keep applying each year. It’s also better for most this way, too, for everyone except those who got a low number for the lottery in K it’s a possible chance. [/quote]
