I purchased a Routan a year ago with all the bells and whistles (OK most of them) and walked out the door for less than $33K so I am not sure what features you needed that created a base price of $35.

For a budget in the low $20s, you can get a new KIA Sedoa gets really solid reviews - as well as a Dodge Caravan, Mazda 5, Nissan Quest and the Base VW Routan.

We bought three years ago and what we found was that by buying the previous Year's model we were able to get all of the bells and whistles for the same price as the base model.  However, we had no options about color.  For us, it was worth giving up color choice to save a lot of money.
