I purchased a Routan a year ago with all the bells and whistles (OK most of them) and walked out the door for less than $33K so I am not sure what features you needed that created a base price of $35.
For a budget in the low $20s, you can get a new KIA Sedoa gets really solid reviews - as well as a Dodge Caravan, Mazda 5, Nissan Quest and the Base VW Routan.
